Robert David Steele is the founder of the modern Open Source Intelligence (OSINT) movement who is also the foremost proponent for Open Source Everything Engineering (OSEE) and the creation of a national Open Source (Technologies) Agency.
According to Wikipedia, OSINT is intelligence collected from publicly available sources. In the intelligence community (IC), the term "open" refers to overt, publicly available sources (as opposed to covert or clandestine sources); it is not related to open-source software or public intelligence.
"Do not send a spy where a schoolboy can go" and "OSINT is human sources - not technique."
This is Steele's summary of many Open Source Intelligence initiatives. He believes that too little is gained from OSINT, and that the Nordic countries COULD take the lead and show the world what Open Source Intelligence can do. He also stressed this in his speech at a seminar on Open Source Intelligent at the Royal Danish Defence College in April of 2016.

I just started putting together a intro guide on OSINT. In my references, I found this...Open Source Intelligence (OSINT) 2ool Kit On The Go.
I did a web search on the name to see if there is an updated copy, andf lo and behold, not only was there a new edition (2016), but it's published on the Public Intelligence Blog at this link:
