Well, if you are looking for a community manager for a new blockchain project, it needs to be someone with a proven record of participation in different bitcoin or cryptocurrency social websites. For instance, the candidate could provide their bitcointalk, reddit or bitsharestalk username.

If the future Community Manager of Steem has a good reputation in the "bitcoin community" then it is more likely that people will listen to him and attend the meetups. If you can take a look at their social accounts you could also filter out people who have been involved in scammy projects that could potentially hurt steem`s reputation.

what would you post to draw interest from a crypto currency enthusiast?

I think Crypto enthusiasts will be more than happy to work for a blockchain start-up, best thing is to offer part of their wage in vested steem and part in SBD, this way you make sure the person understands how to use the technology but you can also offer them a promise of future value, if they believe in the project they can expect steem to be worth more in the future hence making the job offer more attractive.
