In recent times the world is experiencing frightening events.
A missile strike by the USA in Syria. A campaign of shock squadron USA to the shores of the Korean Peninsula, with the threat of a nuclear strike on North Korea.

Many people are starting to talk about the threat of global nuclear war. And then I remembered about the film which focuses on the "Perimeter" system created in the Soviet Union. Overseas it was called "Dead hand" ("dead hand").

"Dead hand" - a system of guaranteed nuclear retaliation

It is argued that this idea was voiced by an American physicist of Hungarian origin, Leo Solardom (1898 - 1964).
In 1950, giving a radio interview, Szilard said that in the future will be necessary to create some sort of system that will solve the problem of launching missiles with nuclear warheads.

His words no one took seriously. But such a system still has been created in the Soviet Union.

Around 1980 ended the test system, and she stood on combat duty.
Of course the essence of her work is strictly classified. Many even doubt that she ever was and is at the moment. Maybe it's just a horror story for US.

From what little is known it is possible to understand about the following.
When the system using any of the sensors or non-receipt of certain commands from a person (the parameters information of course highly classified), concludes that people are able to give the command to launch missiles destroyed, it starts to work offline.

It is alleged that in 1995 this system was removed from combat duty.
It's hard to say whether this system now. But I personally think that it is.
In 2011 this was confirmed by the commander of the strategic missile forces, Lieutenant General Sergei Karakayev:

...said that the system "Perimeter" exists and is on duty.

The system with the same functions are there in the United States.

If these systems do exist, then it lost all meaning to launch a nuclear strike.
And I hope it will still keep someone from pressing the button to start...
