UNHCR and Save the Children UK released details of some of the disturbing findings of a joint assessment team recently commissioned by the two agencies to look into sexual violence and the exploitation of refugee children in West Africa.

A groundbreaking United Nations report from 2002 has never been presented so far. The publication of a summar version of the report provoked a worldwide fury in 2002, which could lead to policy changes. However, these efforts proved to be totally inadequate in the light of the ongoing scandals, including the recent Oxfam debacle, the Zoe's Ark scandal, allegations of horrific sexual abuse by United Nations forces in the Central African Republic, and incident Laura. Silsby. All of these cases and many others occurred after the partial publication of the UNHCR report, which indicates a rather unfortunate conclusion:

Aid work is not a charitable vehicle, but is, in a very real sense, a cover against atrocities. It is a weapon, a powerful instrument used to exploit the most vulnerable populations in times of crisis in the world. We can now affirm this feeling as a fact and not an opinion.
