Fundraiser or not he is reqiured to charge and if he did, you can contact IRS and see if he declared all these fundraisers and the taxes he charged.

I have been trying to explain to him how 600 watts of solar panels is not going to supply even 1 KWh per day on average in the middle of winter and he just refuses to get it, or pretends not to understand. High levels of dishonesty and downright stupidity are the hallmarks of this scamming fraudster.
