Your intial comment made me assume that you ain't. If you are, you just need to send @ocdb upto 15 SBDs or 45 Steem currently to bid plus your post link (the one you want upvote) as the memo.
Go to your wallet...
Click either on Steem or SBDs...
Hit transfer...
To Ocdb...
Insert how much you want to use...
Insert the link you wish to upvote inside the memo and send.
