The Night Watch Bounty - if not sooner - will end on 2018/08/02 UTC 12:00. If the bounty ends at this point, then according to the rules the last 20 senders will share the bounty.

In case of a tie, whereby more than 20 sender accounts would be registered in the last qualifying block of the BitShares blockchain before UTC 12:00 (meaning a big number of senders in the last 3 seconds), all of these senders will qualify as winners.

The block timestamp is the timestamp of all senders in the last block, hence they will reach a tie. Since all these senders will share the same timestamp, the only prudent solution is to declare them all as winners.

Again: if the Bounty goes along until UTC 12:00 on 2018/08/02, then the last 20 senders will share the bounty. In case more than 20 senders would make payment in the last seconds, and would be registered in the last qualifying block of the blockchain, then all these senders in the last block will share the Bounty.
