If you look into the details, the tracking only happens if they apply for it themselves or a carer with guardian status applies for it. The danger of these things are if it's mandatory government tracking, which this is not. It's just money to help give grants to those who would benefit from their caregivers being able to find them if they got lost, it is not some kind of mandatory government tracking system as some sites are presenting it.

Edit: Actually, never mind. The fact that the government is involved in this at all is a cause for concern. This should be a private free market system, law enforcement having any access to the tracking data should be seen as something which is not acceptable and a risk for increasing scope of the concept.
