The headline in Texas validates peoples' belief he'll build a wall.
The headline in New York validates peoples' belief Trump lied.
There is a bias here, but they are essentially telling everyone what they want to hear. It's to sell more papers, not to sway peoples' opinions. The bias is towards profit.
