Did you know that the age of consent in Washington D.C. is only 16 years old? Despite its small population, it has pretty big statistics when it comes to trafficking crimes, especially sex trafficking. Equally disturbing is that an alarming number of children go missing in the D.C. area. 500 children have already gone missing in 2017 including the recent and famous "dcmissinggirls".

Here are some important facts and statistics on human trafficking in the D.C. area provided by the National Human Trafficking Hotline. These will provide context for a list of notable cases that I will discuss that once again suggest the political nature of the perpetrators and ring leaders in these crimes.

Notable cases

D.C. interstate 'Call Boy' scandal (1982)

In 1982 The New York Times published an article exposing an international and politically connected pedophile network titled, Boy Sex Rings Said to Peddle Client Data to Foreign Agents. Investigators found that, "Prostitution rings are providing young boys to male customers in Washington and are reportedly selling information about their clients' sexual preferences to foreign intelligence services".

Male prostitutes between the ages of 13 and 16 were shuttled between the cities, and were paid from $50 to $250, with younger boys commanding the most. Anne Fisher of the Washington Metropolitan Police testified that she had uncovered a six-city prostitution network that used 12-year-old boys and allowed customers to pay for sex with credit cards. The cities involved are Los Angeles, San Francisco, New Orleans, New York, Washington and Houston.

"You could call a number in Houston from Washington and have a young boy brought to your room in Washington," stated Fisher.

Congressional Page sex scandal (1983)

Two House of Representatives members, Dan Crane of Illinois and Gerry Studds of Massachusetts, received reprimands and were eventually censured for engaging in sexual relationships with minors, specifically 17-year-old congressional pages.(1)These actions were apparently not illegal, however, as Washington D.C.'s age of consent is 16 years of age.(2)

Second D.C. 'Call Boy' scandal (1989)

On June 29, 1989 a homosexual prostitution inquiry found that individuals within Reagan and Bush administrations took 'Call Boys' on midnight tours of White House. Male prostitutes were provided to these high-profile clients through Professional Services, Inc using vouchers provided by the Chambers Funeral Home.(3)

Among the client names contained in the vouchers -- and identified by prostitutes and escort operators --are government officials, locally based US military officers, businessmen, lawyers, bankers, congressional aides, and other professionals.

One of the biggest clients of this ring was Republican lobbyist and international trade consultant Craig J. Spence. Spence spent upwards of $20,000 a month for male prostitutes who provided sex to him and his friends, said to include military personnel who also acted as his "body-guards." It was Mr. Spence who arranged the nocturnal tour of the Reagan White House. Credit card vouchers confirm that Mr. Spence charged thousands of dollars on American Express and Visa cards, sometimes making $600 charges against his cards several times a day, drawn in behalf of an escort service called Professional Services, Inc.(5)

Franklin Scandal (1988-1991)

In the 1980s, banker/politician Lawrence King used the Omaha, Nebraska Franklin Credit Union as a cover for many criminal activities, including child trafficking and pimping to elite clients in Washington D.C. Children were prostituted at parties hosted by gay-pimp Republican lobbyist Craig Spence. Lawrence King's sex ring was alleged to have been led by "a cult of devil worshipers involved in the mutilation, sacrifice and cannibalism of numerous children."(6)

The credit union failed due to King’s embezzlement and a Nebraska State Senate investigation turned up massive evidence of large-scale child abuse, but the FBI shut down the investigation and two sham grand juries attacked the accusers. Several witnesses and an investigator were murdered or died mysteriously. Former CIA Director Bill Colby went on record stating the case had merit before dying in a "canoe accident".

On November 10, 1989 Craig J. Spence would die of apparent suicide in the Ritz-Carlton hotel.(7) Shortly before his death Spence would say in an interview published in The Washington Times:

All this stuff you've uncovered (involving call boys, bribery and the White House tours), to be honest with you, is insignificant compared to other things I've done. But I'm not going to tell you those things, and somehow the world will carry on.

Representative Mark Foley page scandal (2006)

Mark Foley, representative of Florida in the US House of Representatives, sent e-mails and sexually suggestive instant messages to teenaged boys who had formerly served as congressional pages.(8) In 2005 Foley sent five e-mails to a 16-year-old former page from Monroe, Louisiana.(9) At least three other former pages still under 18 received similar messages which included explicit images.(10)

Ironically Foley was a prominent conservative politician who had a record of anti-gay legislation. Due to the statute of limitations on these activities, however, Foley was not charged.(11)

Operation Flicker finds that 5,200 Pentagon employees bought child pornography (2006)

Several articles citing different statistics exist on Operation Flicker, however there are consistent facts. In 2006, the U.S. Immigration and Customs Enforcement sparked a federal investigation into the use of Pentagon property to make buy and browse child pornography. Around 5,200 individuals were implicated, and deep levels of clearances were involved. Members of the NSA are included in the list of those involved, as well as a contractor at a weapons-testing base in California and another at a naval air warfare center in the same state.(12)

In 2011 it was discovered that the Pentagon did not follow up these cases properly. But the Pentagon checked only about two-thirds of the names, unearthing roughly 300 defense and intelligence employees who allegedly had viewed child pornography on their work or home computers. The defense investigators failed to check an additional 1,700 names on the list, defense officials have revealed in correspondence with Senator Charles Grassley, Republican of Iowa.(13)

Child pornography found on Assistant U.S. Attorney’s computer (2011)

Senator Chuck Grassley sent a letter to Attorney General Eric Holder requesting an explanation as to why the Justice Department declined to file charges against a federal prosecutor with child pornography found on his work computer. The Justice Department's Office of the Inspector General found that the Assistant United States Attorney (AUSA) was, "spending a significant amount of time each day viewing porn at work."(14) Chuck Grassley's letter quoted the OIG report stating:

The investigation determined that the AUSA routinely viewed adult content during official duty hours, and that there was at least one image of child pornography recovered on the AUSA’s government computer. The AUSA acknowledged that he had spent a significant amount of time each day viewing pornography.

D.C. police officer with child pornography found dead (2013)

Washington D.C. police officer, Marc Washington, was arrested in early December of 2013 on child porn charges after he visited the home of a teenage girl who had previously been reported missing, ordered her to remove her clothing and took photos of her, all while he was on duty. Washington had been with the MPD since 2006 and had hundreds of photographs on his digital camera dating back to 2011, many of which depicted women who were victims of domestic violence.(15)

A fellow officer of MPD's Seventh District, Officer Linwood Barnhill, was also arrested during the same time for prostituting teenage girls. Barnhill was arrested Wednesday and charged with two counts of pandering of a minor. A third Seventh District officer is under investigation for possibly tipping Washington off about his forthcoming arrest.(16)

Washington was placed under house arrest within the week and shortly after was found dead in the water at Hains Point.(17)

"Missing child W" and the missing immigrant children of D.C. (2016)

In April 2015 a then-10-year-old Walter Alexander (aka Ordonez Campos or "missing child W") was placed in a home in Bluffton, South Carolina. He was, according to paperwork obtained by WND, reunited with Nidia Campos-Torrez, who claimed to be his mother. Nobody knows where he, or his alleged mother, have gone. Attorney Lauren Martel said in 2016:

The federal government has been “rubber stamping” the asylum applications of tens of thousands of child migrants like Walter since 2014.

There’s a 12-year-old boy out there somewhere who is unaccounted for and we only know about him because a lawyer in the Family Court of Beaufort County didn’t redact his name [on court documents].

So now he could be part of the sex trade industry for all we know. Nobody can tell us anything.
