Haven't heard of this issue until now. What tactics have they tried to prevent it?
Same strategy as the British Empire (and every empire before them) has used for hundreds of years. Quebec is "annoyingly" French, so just flood it with immigrants that are totally dependent on help from the state and therefore presumably loyal to it, and in this case, most likely more English speaking (Or are we talking Haitians that really want to find a French place and therefore are supported by the Quebec government?). It costs a lot, but the serfs will pay for it.
But to be fair, empires are not all bad. UK set up Singapore and Hong Kong, and the freer trade there eventually (maybe not thanks to the opium war, still drug trafficking, Jihadist supporting state) became positive for the land around them too.
In UAE they import people to do work for them - cheaply or highly qualified. But in Europe and Canada it seems to be more a push for importing people and let/force them to live on social welfare so that they will vote for the ruling party, and of course not integrate them well.
(I'm not trying to push a special agenda - just thinking about facts. So if you are searching for what "my point" is, then you will not find it.)
