President Tran Dai Quang was born in 1956, from Quang Thien commune, Kim Son district, Ninh Binh province. is a member of the Central Committee of the Party X, XI, XII; Politburo Member of the XIth Legislature, XII.

He graduated from the Central People's Police School and the College of Foreign Languages, Ministry of Internal Affairs (now the Ministry of Public Security), having worked for a long time and worked in various positions in the police.
