My feeling is that whatever the people do, they need to be aware that it will, if at all possible, be manipulated to benefit the leaders. A lot of what these people are doing is asking their government to do things for them. The government caused these problems, so why would they fix it if it's not in their interest? The boomer period was a time of spectacular improvement. Of course they want to turn back the clock, but it was never set up to last.
I certainly understand why you question it. I think many people are must sitting back and seeing what affect it has, if any. Which means it can never be seen to be effective in any way that is detrimental to government positions.

There certainly are folks sitting back and keeping an eye on things. Revolutions are notorious for being effected by ~10% of populations or less. I am confident there are a lot of folks awaiting some significant act or government response before they are motivated to act, because that's human nature.
Why would government backtrack? It has given a little, but that's not been enough, and you're right that they won't, because they are on this path for reasons and those reasons haven't changed one bit. Either the French are going to effect the changes they need, or they are going to remain needy.
We'll see as things develop.
