Today Aceh Government Faces Home Affairs Ask For Endorsement ABPA 2018 Regulation
Banda Aceh - The Aceh Government Budget Team has finalized the preparation of KUA-PPAS Design and the draft Regulation of the Governor of Aceh on the APBA fiscal year 2018 to be submitted to the Minister of Home Affairs.
"Insyaallah, today the TAPA team is facing the Interior Minister, to discuss this matter, as well as ask for approval," said TAPA Chairman Drs Dermawan MM, as delivered by Aceh Government Spokesman Wiratmadinata, S.H., M.H., Thursday, March 1, 2018 night in Banda Aceh.
APBA's 2018 adoption step was forced by the Government of Aceh as a consequence of the unapproved agreement on KUA-PPAS and R-APBA 2018 between the Governor of Aceh and DPRA, according to the deadline regulated by Law No. 23 of 2014 on Regional Government.
Wiratmadinata explained, as is known, the 60-day deadline set by the law is over, and there is no legal umbrella to continue discussions with the DPRA. So, inevitably the Government must follow the existing regulations to immediately make Pergub APBA 2018. Because, if still proceeded the results can be risk unconstitutional.
"APBA fiscal year 2018 can be considered unconstitutional if the discussion is not in accordance with the regulatory mechanism," said Wiratmadinata who got the affirmation from the Chairman of TAPA, that Pergub has been ascertained.
The budget ceiling in the draft KUA-PPAS and APBA Govemment Design 2018 which will be proposed to the Minister of Home Affairs reached Rp 15.3 trillion more. This amount is above the KUA-PPAS ceiling discussed with DPRA for this time, which is around Rp 14.7 trillion.
Wiratmadinata explained, as explained by the Chairman of TAPA, the proposed budget ceiling exceeded the ceiling that had failed to be agreed with the Banggar DPRA Team. This shows that the budget mechanism through Pergub does not harm the people.
"The substance is the same, just a different legal umbrella," said Wiratmadinata again.
Furthermore, said Wira, Chairman of TAPA described, the additional value of the budget ceiling of approximately Rp 300 billion more comes from the increase in revenue and Silpa last year.
Wiratmadinata also said that the draft of KUA-PPAS and APBA Govemment Bill 2018 which conveyed to the Minister of Home Affairs amounting to Rp 15.3 trillion will be discussed with the Directorate General of Regional Finance of Kemedagri RI in Jakarta.
After obtaining approval from the Indonesian Minister of Home Affairs in Jakarta, the draft of KUA-PPAS and APBA Gubernatorial Draft 2018 shall be immediately set to APBA Fiscal Year 2018 under the Governor Regulation (Pergub) of Aceh, in accordance with the provisions of the law.
"Hopefully this proposal of the Governor's Regulation will soon get the approval of the Minister of Home Affairs, to end the waiting of the people of Aceh on the certainty of APBA 2011 endorsement," said Wiratmadinata.
