Secondly, oh golly gee...tracking the homeless? This is not going to end well. Once the system becomes accepted, it will become mandatory that you allow yourself to be tracked in order to receive services. Next these services will be denied to you based on your history. Third (as mentioned in the article), many people will be vehemently opposed to allowing themselves to be tracked in this manner. It will become just one more way to blame homeless people for their plight.

There's a solution to this issue, but I don't think this is it.
