This is a double bind. The two answers provided both lead to a need for more government authority and/or chaos, which leads to more of either or both, and so on. I don't know what the answer is, but it is neither of the ones provided.
We can't have socialists, and pretend anarchists blotting out civilization, for sh*ts and giggles, and trampling our natural rights, and we can't have mobs of control freaks, with weapons, trampling out natural rights. I'll see if I can come up with better options than those. It shouldn't be too difficult. The problem is always implementation without manipulation.
