Would repealing it make a substantial difference in the culture of the US senate?

Probably not.

Although what it would do is get people caring more about their state legislatures and local issues which I see a tremendous value in.

How do you fix the US Legislature?

It’s current paralysis is a result of the country being at a turning point and several possible directions being vigorously discussed. As the demographics change and the younger generation becomes more politically powerful a direction will be chosen and it will change.

I know where I think we should go, will we? We’ll see.
