Do you think that they are already "test-running" these Directed Energy Weapons/lasers in places like California?

I posted an article a while back - The Silent War: Weather Manipulation which shows examples of what they have "zapped" in California like cars, houses, and trees. One example:

I kind of doubt they used these kinds of weapons (lasers) from airplanes since they are in motion. But it would seem more likely and do-able if these were from military satellites in orbit since they would have a more fixed place to "shoot" from.

Any thoughts on a) if these are used for damage like that in California, and b) my theory about them being from military satellites?

I'm not sure who would have the technical expertise to address such questions.
