It's absolutely bunk - it's just an art student posting his work. Aldrin Cyclers sort of work like what he's talking about, but not at the speeds mentioned. This person clearly doesn't understand orbital mechanics.

Beam-Rider "trains" could be a thing though. They would have to decelerate of course. I'm going to detail them in my story BTW:
