After the Baltimore riots, I made a video about how to prevent rioting from happening. And it had everything to do with infrastructure. Providing people with a means to build a life and good community resources like schools, hospitals, etc..gives people a stake in wanting the make the place a home. So then you get a blend of infrastructure rebuilding with human enterprise. And that kind of thing can build a neighborhood.
