Do you think the EU has a choice is the better question. The problem is that the politicians there all think these are just small problems to be managed. They don't see them as extinction level events for their systems. They believe in the systems, their inertia and the reality of their power.
That's their Achilles' heel and that arrogance is what will create a crisis they won't be able to manage.
