If the goal of law is to be impartial, hence Lady Justice's blindfold, crimes against important individuals should not be treated differently. An interesting distinction you made was that certain individuals command greater attention to personal threats. This doesn't go against an impartial justice system. Some individuals are more 'valuable' to an organization based on their skills, resources, etc.
(A topic for another post, is whether crimes should be treated differently based on age...)
