As the statement outlines some necessary steps to address this, some cities have already tried out their own grassroots solutions. We take a look at Richmond, CA - once a poster child for violent crime and corporate sacrifice, this town has beaten back big oil, big money and brutal police by, as the Black Panthers once put it, using what you got to get what you need.
