You know why the USPS was exempted? Because Joe knows that they are a very large group and work in lockstep with one another. They also endorsed him for President. If he forced them to do it as well it likely would have negatively affected his popularity with them. That is the ONLY conceivable reason why they were exempted.

We are going to see states counter this decree in the coming days and probably a circuit judge or two that negate it.
