Putin is playing the long game. Giving up his position which has been cool and collected should not be done in a drastic show of retaliation that serves no purpose but to posture. When the incident with Turkey broke out, Russia acted concisely with the complete annihilation of the Turkmen proxies that were set up in the region even though it was occurring before the shootdown. Turkey's economy took significant blows when Russia targeted the tourism industry with millions of Russians choosing another destination. I don't think it can do the same to Israel with tourism making up 6-7% of the total whereas Turkey's at the time was closer to 16% but Putin will not sit back with no cards on the table, au contraire he has a few that can work in and around Syria.
