Great post, resteeming it! It is a very clever idea to tackle two problems at once and seems to have great potential. I am only worried about the part that some states were having difficulty collecting plastic... the idea should be that only reused/recycled plastic should be used, otherwise more new plastic could be manufactured by the "perfect free-market invisible hand"solely for this purpose and we could see ourselves in serious trouble!

This is what the source (Reuters) had to say about it the difficulties in collecting plastic: "But some states have been slow to embrace the technology, citing difficulties in segregating the plastic and bringing contractors on board." This in mind, hopefully any funds will go towards paying for the plastics to be segregated and finding more contractors rather than manufacturing more of it.
