Britain, which began vaccinations with the Pfizer-BioNTech vaccine three weeks ahead of the EU, has already vaccinated hundreds of thousands of people, while over a million have received a jab in the United States.
Philippe Juvin, emergency services chief at Georges Pompidou hospital in Paris, said that there appeared to be no national "vaccine strategy" in France.
"As an individual, I would like to be vaccinated, to set an example, and show people that we don't die from the vaccine, we die from Covid. And when we don't die, we get severe forms which are very disabling," he told CNews TV channel.
'Takes time'
A poll on vaccine consent conducted by Ipsos Global Advisor in partnership with the World Economic Forum showed the hurdles faced by the government to achieve mass immunity.
It showed that just 40 percent of the French want to receive the vaccine.
This puts France well behind other developed nations like Britain on 77 percent and the United States on 69 percent.
Speaking on France 2 television late Tuesday, Health Minister Olivier Veran defended the more measured pace in France, saying that officials were taking time to win people over to the idea of being vaccinated.
"It takes a little more time to get going," he said, adding he expected to catch up on the rest of the world by the end of January.
Rebuffing criticism on social media, a health ministry official said: "We have not set out for a 100-metre sprint but a marathon."
In tweets on Sunday welcoming the vaccine rollout, President Emmanuel Macron had alluded to the widespread vaccine scepticism in France.
He said "reason and science must guide us" in the homeland of Louis Pasteur, the 19th-century scientist who discovered the principles of vaccination.
"The vaccine is not obligatory. Have confidence in our scientists and doctors," said Macron.
A 78-year-old woman became the first person vaccinated against Covid-19 in France when she received the country's first dose at René-Muret Hospital in Sevran, Seine-Saint-Denis, outside Paris, according to an AFP journalist on site.
"I am moved," said the woman, named only as Mauricette, a former housekeeper, who was inoculated with the Pfizer-BioNTech vaccine around 11am on Sunday in the public hospital's long-term care unit. She smiled and was applauded by hospital staff after receiving the jab.
A 65-year-old cardiologist, Dr. Jean-Jacques Monsuez, was next to be vaccinated, shortly before 11:20am.
Some 20 seniors and healthcare workers are slated to receive the vaccine on Sunday during France's symbolic launch of the programme, in Sevran as well as in a geriatric care centre in Dijon.

European Union countries on Sunday embarked on the vaccination campaign hailed as the "key" to defeating Covid-19, as the growing spread of a new coronavirus variant intensified fears the pandemic could wreak further devastation.

At a meeting to set the rules for Wednesday's impeachment vote, Democratic Representative David Cicilline told the House Rules Committee that the impeachment drive had the support of 217 lawmakers - enough to impeach Trump.
Cicilline, who helped craft the impeachment measure, said Trump "has had almost a week to do the right thing. He has refused to resign, he has failed to take responsibility, he has demonstrated no remorse.”
The New York Times reported that the Republican majority leader of the U.S. Senate, Mitch McConnell, was said to be pleased about the Democratic impeachment push, suggesting Trump's party was looking to move on from him after last week's stunning attack on Congress.

McConnell believes the impeachment effort will make it easier to purge Trump from the party, the Times said.
If Trump is impeached by the House, he would have a trial in the Senate to determine his guilt. A two-thirds majority of the Senate is needed to convict him, meaning at least 17 Republicans in the 100-member chamber would have to vote for conviction.
"I don't think you would have a hard time finding 17 Republicans to convict" with a tightly drawn article of impeachment, a former Senate Republican leadership aide told Reuters. "I think for McConnell, there's a very strong impulse for this (the Capitol assault) not to define the party."
In his first public appearance since last Wednesday's riot, Trump showed no contrition for his speech, in which he repeated his false claim that President-elect Joe Biden's victory was illegitimate. Biden will be sworn in as president on Jan. 20.
"What I said was totally appropriate," Trump told reporters as he left for a trip to the U.S.-Mexico border wall near Alamo, Texas, his first public foray since the assault on the Capitol.
McConnell has said no trial could begin until the chamber returns from its recess on Jan. 19.
But Democratic Minority Leader Chuck Schumer, who is set to become the majority leader after two Democrats from Georgia are seated and Vice President-elect Kamala Harris is sworn in, told reporters the Senate could be recalled to handle the matter.
Partisan fight
In a debate ahead of the House vote on the 25th Amendment resolution, Democrats pushed Republican lawmakers to disavow Trump's false allegation that Biden's victory was illegitimate. That claim enraged Trump's supporters and prompted the violence in Washington that killed five including a police officer.
Republicans refused to concede the point and said their unsuccessful effort last week to challenge the results of the election was justified.
The resolution calls on Pence to invoke Section 4 of the 25th Amendment, a never-before used power that allows a majority of the Cabinet to strip the president of power if he or she is deemed unable to discharge the office's duties.

But Democrats say Trump's actions demand a response.
Democrats could also use an impeachment trial to push through a vote blocking Trump from running for office again.
Rather than a two-thirds vote, only a simple Senate majority is needed to disqualify Trump from future office. There is disagreement among legal experts as to whether a conviction on an impeachment charge would be needed before a disqualification vote. A different part of the Constitution, the 14th Amendment, also provides a procedure for disqualifying Trump from future office with a simple majority of both chambers.
Trump has said he plans to run again in 2024.
China says WHO experts to probe Covid-19 origins during long-awaited mission
Ten World Health Organization scientists will visit China from Thursday to probe the origins of Covid-19, authorities said, more than a year after the pandemic began and amid accusations Beijing delayed the investigation.
The WHO team "will conduct joint research cooperation on the origins of Covid-19 with Chinese scientists," the National Health Commission said in a statement.
The long-awaited mission - which has been under discussion since last year - is of great political significance at a time when the Covid-19 pandemic has devastated major countries worldwide, caused almost two million deaths and brought the global economy to a standstill.
A last-minute delay to the mission earlier this month earned China a rare rebuke from the head of the WHO.
The team of WHO experts will be expected to quarantine for two weeks upon arrival in China, and are expected to visit Wuhan - the city where a deadly virus cluster first emerged late last year - in the course of their trip.
The US and Australia have led international calls for an enquiry into the origins of the pandemic, putting China under significant pressure amid growing calls for accountability.
Beijing has faced international criticism over its lack of transparency during the initial outbreak, while domestically the government has praised its own handling of the outbreak and stifled any criticisms.
Beijing will welcome an international team of COVID-19 investigators due to travel to China in January, said the World Health Organization (WHO), which is leading the mission.
China has strongly opposed calls for an international inquiry into the origins of the coronavirus, saying such calls are anti-China, but has been open to a WHO-led investigation.
However, it was unclear whether the WHO investigators will travel to the city of Wuhan where the virus was first detected, with discussions on the itinerary ongoing.
"WHO continues to contact China and to discuss the international team and the places they visit," Babatunde Olowokure, the WHO's regional emergencies director in the Western Pacific, told a news conference on Thursday.
"Our understanding at this time is that China is welcoming the international team and their visit…This is anticipated, as far as we are aware, to happen in early January," he said.
On Wednesday, a WHO member and diplomats told Reuters the mission was expected to go to China in the first week of January to investigate the origins of the virus.

The United States, which has accused China of having hidden the outbreak's extent, has called for a "transparent" WHO-led investigation and criticised its terms, which allowed Chinese scientists to do the first phase of preliminary research.
Chinese state media have suggested the virus existed abroad before it was discovered in Wuhan, citing its presence on imported frozen food packaging and scientific papers claiming it had been circulating in Europe last year.

Olowokure said the exact timing of the trip would depend on "obtaining the results of some other tests that are being carried out initially", without giving further details.
Referring to the ongoing discussions with China over the trip, Olowokure said: "These are of course important for us, and to get an overall picture of how the investigation will go."
More than 72.92 million people have been reported to be infected by the novel coronavirus globally and 1,641,733 have died, according to a Reuters tally.
Infections have been reported in more than 210 countries and territories since the first cases were identified in China in December 2019.
The World Health Organization in Europe warned Wednesday of a "further resurgence" of Covid-19 in early 2021, as it urged families to wear face masks during this year's Christmas gatherings.
The UN health organisation said in a statement that while some "fragile progress" had been made, "Covid-19 transmission across the European region remains widespread and intense."
"There is a high risk of further resurgence in the first weeks and months of 2021, and we will need to work together if we are to succeed in preventing it," WHO Europe said.
It urged the public "not (to) underestimate the importance of your decisions" and take extra precautions as many prepare to gather for the holidays.
If possible, the WHO said celebrations should be held outdoors and "participants should wear masks and maintain physical distancing."
For indoor festivities, the WHO said limiting the number of guests and ensuring good ventilation were key to reducing the risk of infection.
"It may feel awkward to wear masks and practise physical distancing when around friends and family, but doing so contributes significantly to ensuring that everyone remains safe and healthy," the health agency said.
The WHO's European Region comprises 53 countries and includes Russia and several countries in Central Asia, a region that has registered more than 22 million cases of the new coronavirus and close to 500,000 deaths.
At least three Republicans said on Tuesday they would join Democrats in voting to impeach President Donald Trump over the attack on the U.S. Capitol, as Vice President Mike Pence rejected calls to use a constitutional maneuver to oust him.
With eight days remaining in Trump's term in office, the House of Representatives was poised on Wednesday to pass an article of impeachment accusing the Republican of inciting insurrection in a speech to his followers last week before a mob of them stormed the Capitol, leaving five dead.
That would trigger a trial in the still Republican-controlled Senate, although it was unclear if enough time or political appetite remained to push Trump from office.
Even as the Democratic-led House debated a resolution that urged Pence to invoke the 25th Amendment of the U.S. Constitution to expel Trump from office, Pence sent a letter to House Speaker Nancy Pelosi that said he would not comply.
"I do not believe that such a course of action is in the best interest of our Nation or consistent with our Constitution," Pence said.
Trump's iron grip on his party showed further signs of weakening as at least three Republicans, including a member of the House leadership, said they would vote for his historic second impeachment.
Liz Cheney, the No. 3 House Republican, said: "There has never been a greater betrayal by a President of the United States of his office and his oath to the Constitution."
Experts warn Brazil has still not seen the height of cases resulting from people celebrating Christmas and New Year’s with friends and family. Others, including President Jair Bolsonaro, booked their regular beach vacations at the height of summer in the southern hemisphere.
“It’s a shame what happened in the summer. What we expect is that after January 15, we will unfortunately face a critical state again in hospitals,” said Rafael Deucher, a doctor in Paraná state, where 80% of public intensive care beds occupied.
Immunologists say various factors are likely to intensify what is a second wave of the virus. Brazil is at least three weeks away from beginning its vaccine campaign, according to the government, which has been criticized for not moving quickly enough.
“People are tired and are no longer adhering to preventive measures due to psychological strain, but also due to the lack of a unified political discourse,” said Alexandre Naime, head of the department of infectious diseases at Universidade Estadual Paulista’s faculty of medicine.
“There are many people who are against science and public health, against the mask, and in favor of big gatherings.”
Brazil registered 1,524 additional deaths over the past 24 hours, according to health ministry data. Since the outbreak began, nearly 8 million people have been infected and 200,498 have died.
Meanwhile, Mexico saw one of its highest daily coronavirus numbers on Thursday. The health ministry reported 13,734 new confirmed coronavirus cases and 1,044 more deaths, bringing its total to 1,493,569 infections and 131,031 deaths.
But the ministry has said the real number of infected people and deaths is likely significantly higher.
An unusually tame Trump, in a video he released on Twitter after a temporary suspension, condemned rioters who rampaged in his name through a congressional session that certified Biden’s victory, although he did not go so far as to congratulate or even say the name of his successor.
“This moment calls for healing and reconciliation,” said Trump, in a jarring shift of tone a day after a grievance-fueled outdoor rally in which he encouraged thousands of supporters to march on the Capitol.
“We have just been through an intense election and emotions are high, but now tempers must be cooled and calm restored,” said Trump, standing before a lectern with the presidential seal.
“A new administration will be inaugurated on January 20. My focus now turns to ensuring a smooth, orderly and seamless transition of power,” he said.
“Serving as your president has been the honor of my lifetime,” Trump said, without explicitly conceding and insisting he was “fighting to defend American democracy.”
Senate Majority Leader Mitch McConnell all but shut the door Wednesday on President Donald Trump’s push for $2,000 COVID-19 relief checks, declaring Congress has provided enough pandemic aid as he blocked another attempt by Democrats to force a vote.
The GOP leader made clear he is unwilling to budge, despite political pressure from Trump and even some fellow Republican senators demanding action. Trump wants the recent $600 in aid increased threefold. But McConnell dismissed the idea of bigger “survival checks” approved by the House, saying the money would go to plenty of American households that just don’t need it.
McConnell’s refusal to act means the additional relief Trump wanted is all but dead.
“We just approved almost a trillion dollars in aid a few days ago,” McConnell said, referring to the year-end package Trump signed into law.
McConnell added, “if specific, struggling households still need more help,” the Senate will consider “smart targeted aid. Not another firehose of borrowed money.”
The showdown between the outgoing president and his own Republican Party over the $2,000 checks has thrown Congress into a chaotic year-end session just days before new lawmakers are set to be sworn into office.
It’s one last standoff, together with the override of Trump’s veto of a sweeping defense bill, that will punctuate the president’s final days and deepen the GOP’s divide between its new wing of Trump-styled populists and what had been mainstay conservative views against government spending.
Trump has been berating the GOP leaders, and tweeted, “$2000 ASAP!”
President-elect Joe Biden also supports the payments and wants to build on what he calls a “downpayment” on relief.
“In this moment of historic crisis and untold economic pain for countless American families, the President-elect supports $2,000 direct payments as passed by the House,” said Biden transition spokesman Andrew Bates.
The roadblock set by Senate Republicans appears insurmountable. Most GOP senators seemed to accept the inaction even as a growing number of Republicans, including two senators in runoff elections on Jan. 5 in Georgia, agree with Trump’s demand, some wary of bucking him.
Treasury Secretary Steven Mnuchin said the $600 checks would begin to go out Wednesday. Congress had settled on smaller payments in a compromise over the big, year-end COVID relief and government funding bill that Trump reluctantly signed into law. Before signing, though, Trump demanded more.
For a second day in a row, Senate Democratic leader Chuck Schumer tried to force a vote on the bill approved by the House meeting Trump’s demand for the $2,000 checks.
“What we’re seeing right now is Leader McConnell trying to kill the checks — the $2,000 checks desperately needed by so many American families,” Schumer said.
With the Georgia Senate runoff elections days away, leading Republicans warned that the GOP’s refusal to provide more aid as the virus worsens could jeopardize the outcome of those races.
Georgia’s GOP Sens. David Perdue and Kelly Loeffler are trying to fend off Democrats Jon Ossoff and Raphael Warnock in runoff elections that will determine which party has the Senate majority. The two Republicans announced support for Trump’s call for more generous checks.
“The Senate Republicans risk throwing away two seats and control of the Senate,” Newt Gingrich, the former congressional leader, said on Fox News.
McConnell has tried to shield his divided Republicans from a difficult vote. On Wednesday he suggested he had kept his word to start a “process” to address Trump’s demands, even if it means no votes will actually be taken.
“It’s no secret Republicans have a diversity of views,” he said.
Earlier, McConnell had unveiled a new bill loaded up with Trump’s other priorities as a possible off-ramp for the stalemate. It included the $2,000 checks more narrowly targeted to lower-income households as well as a complicated repeal of protections for tech companies like Facebook or Twitter under Section 230 of a communications law that the president complained is unfair to conservatives. It also tacked on the establishment of a bipartisan commission to review the 2020 presidential election Trump lost to President-elect Joe Biden.
If McConnell sets a vote on his bill, it could revive Trump’s priorities. But because the approach contains the additional tech and elections provisions, Democrats and some Republicans will likely balk and it’s unlikely to have enough support in Congress to pass.
No additional votes on COVID aid have been scheduled at this point. For McConnell, the procedural moves allowed him to check the box over the commitments he made when Trump was defiantly refusing to sign off on the big year-end package last weekend. “That was a commitment, and that’s what happened,” he said.
Liberal senators, led by Bernie Sanders of Vermont, who support the relief boost are blocking action on a defense bill until a vote can be taken on Trump’s demand for $2,000 for most Americans.
Sanders thundered on the floor that McConnell should call his own constituents in the GOP leader’s home state of Kentucky “and find out how they feel about the need for immediate help in terms of a $2,000 check.”
Republican Sens. Josh Hawley of Missouri and Marco Rubio of Florida, among the party’s potential 2024 presidential hopefuls, also pushed in the president’s direction. Hawley is also leading Trump’s challenge Jan. 6 to the Electoral College result tally in Congress.
Other Republicans panned the bigger checks, arguing during a lively Senate debate that the nearly $400 billion price tag was too high, the relief is not targeted to those in need and Washington has already dispatched ample sums on COVID aid.
Sen. Pat Toomey, R-Pa., tweeted that “blindly borrowing” billions “so we can send $2,000 checks to millions of people who haven’t lost any income is terrible policy.”
France, which launched its gradual vaccination campaign Sunday, saw the number of persons hospitalised for the disease decline by 183 over 24 hours.
However, the Covid-19 death toll was up by 303, at 64,381, versus a rise of 969 on Tuesday. France's cumulative total of cases now stands at 2,600,498, the fifth-highest in the world.
The number of people in Intensive Care Units for the disease were down 14 over 24 hours at 2,661.
France's daily cases have varied enormously since mid-December, ranging from around 3,000 to more than 21,000.
Speaking before the data were released, government spokesman Gabriel Attal said France was not planning local lockdown measures to contain the spread of COVID-19 for now, although he dampened hopes for a quick reopening of cultural attractions and said curfews could be tightened.
The government was keeping a close eye on some 20 French departments where cases were rising at a quicker pace, and Attal confirmed that curfews could be brought forward to 6 p.m. instead of 8 p.m. in some areas if needed.

France's strategy "is not suited to a situation that is so dangerous," Axel Kahn, a prominent geneticist who leads the National League against Cancer told Europe 1 radio.
