In 2001, when it went into effect, Portugal had 80 over dose deaths. By 2012 that number was down to 16.New cases of HIV dropped as well from 1,016 in 2001 to only 56 in 2012.
If reducing punishment helps curve the negative effects of drug use, why is America still spending tens of Billions of dollars each year “fighting” it?
