The way to resolve these problems are for the PM to commit to review the tiers in a fortnight and look at places borough by borough instead, he adds.

What do small pubs think of the £1,000 hand out?
Matt Todd, the landlord at The Wonston Arms in Winchester says a £1,000 grant from the government won't get them through the winter.
"I'm really disappointed about that," he told Sky News.
"I was looking for support that was going to level things up with the other pubs... those guys have had a VAT reduction on food since July, they've had a fantastic Eat Out to Help Out scheme, but I haven't had anything as a wet pub and neither has my community."
Mr Todd said his pub is a community centre and a place for socialising, and took steps to make his pub safe.

MP vows to vote for tiers with 'heavy heart'
George Freeman, a Tory MP and former minister, says he'll be voting for the government and its tiers "with a heavy heart".
"We're all frustrated but I think we've just got to hold our nerve, particularly in the run up to Christmas.
"We can't have a party in the usual way. If we hold our nerve until 16 December, I think we've got a chance of being able to allow families to have a proper family Christmas," he tells Sky News.
