so the GOV, the reps of the people, operating under the LAW of the constitution, see the BILL of RIGHTS, will claim that the owners of the LAND of the FREE to SPEAK people, are not allowed to 'camp' on their own land?
It's Army Corps land which means it's federal property aka public land.
