DNI: Russia Sought to Manipulate Trump Allies and Smear Biden

A report by the Office of the Director of National Intelligence says both Russia and Iran worked to influence the 2020 election.

RUSSIAN PRESIDENT Vladimir Putin authorized operations aimed at influencing the 2020 election and undermining public confidence in the electoral process, including a campaign to push unsubstantiated allegations against President Joe Biden to individuals close to former President Donald Trump and his administration, the intelligence community concluded in a report made public Tuesday.

Russia sought to denigrate Biden's candidacy and boost Trump's campaign, the report states. But unlike 2016, Russia did not attempt to gain access to election infrastructure.

No foreign government attempted to tamper with voting equipment or change the results of the election, according to the report, which was declassified and released by the Office of the Director of National Intelligence.

Iran also sought to influence the election by undercutting Trump's reelection chances, though its campaign did not explicitly promote Biden's candidacy, the intelligence community concluded. And while China weighed an influence campaign, it ultimately decided against it, according to the report.

The document is the most comprehensive analysis of foreign interference in the election so far and amounts to a decisive rejection of several of the theories peddled by Trump and his allies. The report denounces claims of foreign-led voter fraud and casts suspicion on allegations spread by Trump and his associates about Biden and his family's dealings in Ukraine.

A report released simultaneously by the Department of Homeland Security and the Department of Justice also rejected the claim touted by some Trump allies that Cuba, Venezuela and other foreign governments own or control U.S. election infrastructure and tried to manipulate the vote count.

Some of the findings in the DNI report match those shared publicly by officials in the runup to the election.

A key part of Russia's influence campaign involved pushing allegations about Biden to U.S. media companies, individuals and people close with Trump. The primary narrative promoted by this effort involved accusations about corrupt dealings by Biden and his family in Ukraine.

"Russian intelligence services relied on Ukraine-linked proxies and these proxies' networks – including their U.S. contacts – to spread this narrative to give Moscow plausible deniability of their involvement," the report states.

Rudy Giuliani, Trump's personal lawyer, was one of the most vocal proponents of allegations of corrupt ties between Biden and Ukraine.

Russia also sought to undermine public confidence in the election process by denigrating mail-in voting and accusing the Democratic Party of voter fraud, the report says.

Many Republicans, including Trump, pushed similar theories, and domestic activity perhaps proved more consequential in undermining confidence in the voting system. The repeated allegations of widespread voter fraud and the claim by Trump and some of his allies that he was the rightful winner of the election led to a violent insurrection at the U.S. Capitol.
