Interesting sentiments. I think much of what you said is possible.
However, personally.. I don't think they want to destroy the surface of the planet too much, it would make more sense to do some kind of biological weapon that would eventually die off, as opposed to destroying things to the extent they might have to wait like thousands or millions of years for the earth to be habitable again after a mutually assured destruction scenario.
Though.. It does sort of seem like they want to reduce the population significantly and they would probably like it if all of their political resistance was also wiped out so no one could resist them or meaningfully fight back.
You have made a very good point and I think you may be right about the use of biological weaponry. Mind you, the selective power of the DEW (directed energy weapon) as created by Lockhead Martin and demonstrated nicely in California recently could also serve the purpose of clearing away the infrastructure without making the entire area uninhabitable.
