So they are basically deceiving the public by saying "Look you can see which surveillance equipment we are buying, we are totally transparent!" whereas the only one who is transparent is the citizen. Makes one think about Obama's quote "We are the most transparent government in history!" - He said that before Wikileaks, Snowden & co. You would laugh, if it was a movie, sadly, it isn't.
