Advantage of monopoly

Millions of people play in the lottery. For some, it's like a hope for a miracle that will make them rich overnight, for others - just a hobby. And for the state - a way to replenish the budget and at the expense of this money to finance sports, culture, medicine, etc.

But for various reasons, the lottery market in Ukraine is half in the shadow. And the legal part of this kind of activity is now experiencing its worst times. So it's time to think about how to organize a service for players, how to give them guarantees of fair play and how to fill the treasury at the same time. Simply put, it is necessary to think about the whole concept of lotteries.

The fact is that operators of state lotteries are required to obtain a license from the Ministry of Finance. In order for the Ministry of Finance to carry out its work, the government had to develop and approve licensing conditions within three months after the law came into force. But it's been almost six years now, and there are no conditions. More precisely, in 2017 the Ministry of Finance drafted them and submitted them to the Cabinet for consideration, but some profile agencies did not initially put their visas under the document and did not provide their comments, and then, in February 2018, criticized a number of provisions of the law instead of to just execute it.
