You have a minor grammatical mistake in the following sentence:

Netherlands closed 19 prisons because of lack of prisoners ,the law of netherlands are much better then United Kingdom or United States of America ,in 2009 netherlands decide to close 9 prisons then later they close 10 prisons and electronic tags allow authorities to track the prisoners
It should be better than instead of better then.
