To use both methods need qualified scholars (not suitable answer 1); both methods allow with due diligence to obtain reliable scientific facts (not suitable response, 2); both methods can be arbitrarily long (within reason, is not suitable because the answer is 4).
Conclusion: the answer is 3. Although clumsily worded.
