Plants or Animals?

I've tried hard to find out information about a thing, but unfortunately, I did not see him. Nonetheless, I would like to describe some of these objects corresponding my observation.

At a glance, I saw this object like a flower of the tree in which it resides. But, apparently, I was fooled. On the object at first, I think, is part of a plant, it turns out, there are insects that live and move, and hanging on white threads. The threads were sometimes shaped like the wings (a friend said to me: angel wings, as is often illustrated). Are these insects that issued the white threads, like a spider, I also can not confirm.

Anyway, the object attracts me, strange, and there are wonderful too. Did he really? Anyone want to explain and solve this mystery for me?
