The disastrous accident at Vajont dam

1957년에 본격적인 댐건설이 시작되어 1960년 이탈리아 북부에 있는 바이온트 계곡에 유럽에서 가장 높은 댐이 완공됐다. 이 262미터, 두께가 27미터인 초대형 댐이었다. 수력발전이 주목적이었으며, 홍수조절은 부차적인 문제로 건설된 다목적댐이었다. 그러나 새 저수지에 물이 차자 거대한 산비탈이 움직이면서 호수 쪽으로 서서히 기울어지기 시작했다. 해당 전력 회사는 저수지에 산사태가 일어나면 어마어마한 대홍수가 발생할 가능성이 있다는 사실을 알고 저수지의 수위를 조절해서 지층이 기울어지는 속도를 늦추는 계획을 세운다. 3년 동안 아무런 문제가 없었으나 1963년 10월 그 속도가 급격히 빨라지며 산사태가 발생했다.

애초에 댐건설 계획이 발표됐을 당시 반대여론이 상당했다. 석회암층에 댐을 건설하는 것이 위험천만한 일이기 때문이었다. 그러나 이탈리아 정부와 SADE회사 측은 반대하는 시민들을 좌익으로 몰아붙이며, 시민들과 이 사건을 보도하는 기자들을 연행하면서까지 댐 건설을 추진했다.

이후 댐이 완성된 1959년부터 1961년 사이에 일어났던 지진 등의 위험 징후에도 대해서도 언론을 통제했고, 댐 설계도의 공개를 요구한 시민단체를 공권력으로 눌렀다.

사고발생 후 재판과정에서 공개된, 설계자 까를로 세멘짜(C.Semenza)가 동료에게 썼던 1961년 4월20일자 편지를 보면 "그 힘든 공사를 우리는 용케도 아주 운 좋게 멋지게 해냈네. 그러나 내 능력을 벗어난, 나로서는 제어할 수 없는 그 뭔가가 거대한 것에 여전히 대책없이 노출된 상태임을 나는 느낀다네.."라고 적고 있다. 댐 설계자 역시 불안감을 느끼고 있었던 셈이다.

그리고 1963년 10월 9일, 90인치의 폭우가 쏟아진 밤에 바이온트 산맥의 남쪽부분에 해당하는 높이 1921미터의 톡(Toc)산에서 석회암층의 붕괴로 산사태가 일어남으로써 바이온트 댐 안으로 2억 6000평방미터의 암석들이 쏟아지고 5000만 입방미터의 물이 댐 밖으로 범람케된다. 그리고 200미터 이상 높이의 물과 진흙이 치솟아 롱가로네시, 피라고, 빌라노바, 리발타 등의 마을 주민 약 5000명의 목숨을 앗아갔다. 이 모든 것이 단지 6분 만에 일어났다.

이 사고로 재판이 진행 중이던 1968년, 설계담당 엔지니어 마리오 판치니(M.Pancini)는 정경유착형 하청공사 및 설계미숙에 관련한 법정 진술을 하루 앞두고 자살로 생을 마감했다. 결국 이 사건은 이탈리아 역사상 가장 치명적인 정경유착형 비리와 무리한 지형변경의 설계가 빚은 참사로 기록됐다.

이 외에도 세계 곳곳에서 댐 관련 사고가 많다. 지질학적 요소를 충분히 반영하지 않고 설계하고 시공하는 것은 크나큰 피해와 손실을 가져다준다는 것을 깨달을 수 있었다.

In 1957 a full-scale dam construction began and in 1960 the highest dam in Europe was completed in the Vaiont valley in northern Italy. It was a huge dam of 262 meters and a thickness of 27 meters. However, as the new reservoir water rushed, a massive volcanic crater began to tilt slowly toward the lake. The utility plans to slow down the slope of the stratum by adjusting the water level of the reservoir, knowing that there is a possibility of a massive flood when landslides occur in the reservoir. There were no problems for three years, but in October 1963, the speed rapidly increased and landslides occurred.

At the time of the announcement of the dam construction plan, opposition was significant. It was dangerous to build a dam on the limestone layers. However, the Italian government and the SADE company pushed the opposition citizens to the left, pushing for the construction of the dam until they took the citizens and reporters reporting the case.

Since then, the dam has been controlling the media against the dangers of earthquakes and other dangers between 1959 and 1961.

In a letter dated April 20, 1961, written by a designer, C. Semenza, who was released during the trial after the accident, he wrote, "We have done a very good job of doing the hard work very lucidly, I feel that something out of my power, which I can not control, is still exposed to the giant and still without measures. " Dam designers were also feeling anxiety.

And on October 9, 1963, on the night of 90-inch heavy rainfall, a landslide occurred in the Toc mountain, 1921 meters high, corresponding to the southern part of the Baiont Mountains, resulting in the collapse of a limestone layer, Square-meter rocks are poured out and 50 million cubic meters of water floods out of the dam. And over 200 meters high of water and mud soared and killed about 5,000 villagers of long villages such as Longkornsi, Pirago, Villanova and Libata. All of this took place in just six minutes.

In 1968 when the accident was under trial, design engineer Mario Pancini died suicide just before the day before a courtroom statement on the subcontracted subcontract work and design misrepresentation. In the end, it was recorded as the most devastating incident in the history of Italy and the disastrous consequences of the design of unreasonable terrain changes.

There are many dam related accidents around the world. I realized that designing and constructing without sufficiently reflecting the geological factors would result in great damage and loss.
