It can hold less water vapor than before which results in condensation (rain). The condensation makes the air cool down slower than it otherwise would. When the air has finished descending on the Swedish side of the mountains, it ends up warmer than it was before Norway. The latent heat in the water vapour in the air has been transformed into higher temperature. If the wind is strong, the air will not cool down completely before reaching Finland. This is what has been going on in the past few days.

You are right, a good explanation of the Foehn effect. Yesterday we got snow ana lot more comming.
