This is really interesting and informative for me, since I don't live too far away from you. I'm in town so I don't think that this is a problem for me, but I got a couple friends with some acres that I might be able to help. Thanks!

    You might want to check out Brad Lancaster's water harvesting stuff. If everyone would get used to slowing, storing and sinking as much water as possible, it would reduce flooding astronomically and improve fertility locally.
