I tried looking at the tool, but unfortunately, I don't speak Russian. That's ok though, I can tell a bit of what is happening based on the image you posted. Seems like certain places in Brazil might be the safest to move to. :)
it's bad that this tool is not multilanguage. I hope they fix it in the future. Nevertheless, you made the right remark. Some local regions are potentially dangerous. That is, what is happening there is more a regularity than an accident.
