Musing allows users to ask what they don't know, and offers a much larger incentive to answer questions so people actually answer instead of constantly asking. Right now, people don't ask questions because they want money, they ask questions because they want answers. Why would someone take time out of their day to answer said questions if they weren't getting paid for it? It takes more effort then asking questions, as most of the answers that get upvoted are loooong, and questions are normally a sentence or two. If answering questions didn't get you a significant amount more then asking questions, no one would answer questions.
Because those who answers questions puts in more effort. As simple as that. Like if you ask a question you are the one that's wanting solutions to problems. And you are asking and seeking help. Now isn't it a bit absurd that the one that is asking for help should get something in return too?
But Ive seen some decent amount of rewards on some questions in musing. If you see the top answers catagory you'll find many wiith decent amount of upvotes. Now if you ask, why is that? That's because question that gets less upvoted is thought of having lesser value. And those are very few in amounts. For example, look at the question you asked. Does it bring enough value to get a monstrous upvote? Answer that and you'll find your answer.
Small upvotes to question are given because question are asked in a few time frame like 1-2 minutes and if musing starts giving upvotes to question then i think there will be less number of answers and more number of question will appear.
musing is here to grow their community and make our and their profile better as answers are getting better upvotes because to give a answer there is a many research behind it and users are working hard to get best answers to the question.
So their hard work is being understand by musing and musing upvotes more to answers and less to question.
I asked the exact question a few days back and from the answers given, got to know musing is trying to prevent a system where there would be abuse.
For example, if the site gave higher upvotes to questions, people would concentrate more on asking questions. Consequently, there would be too many questions with no one willing to answer them.
The way it is now, knowing you stand to earn higher with answers and detailed answers at that, people do more of that.
