IMO, the curation guidelines should also include the users engagement and behavior within the Steemit environment on the Musing.io platform. That is, users should be incentivized for upvoting or commenting on the questions or answers they deemed useful. The responsibility of curation should not be falling on the shoulder of the selected curators only, instead the community should play a role as well.

Maybe, Musing.io could use a little reference from the Account Based Voting (ABV2.0) from SteemHunt which implemented the so-called Hunter Level. 

Yes. One would be the need for checking of web sites linked in comments. Some of them might be phishing scams while others may not be related to the topic or not work, simply resulting in long spammy comments that don't bring any value to the question. The other would be repeated questions or questions asked with other words having the same topic. If a certain topic is already tackled in the same day I don't see the point to reward the same question rephrased.
