No, the Steemit blog is right, and it's saying the exact same thing as I am.
It does in no way not say anything at all about not getting anything from selfvotes. All it says it that they have removed the advantage bloggers got by being the first to upvote their own post (by putting all the curation rewards before the 15 minute mark back to the reward pool instead of into the rewards of the author), so bloggers will have to wait 15 minutes before voting for themselves.
I really don't get how anyone can get "no self voting allowed" from reading this text..

Well, that's just not true. You can just selfvote after the 15 minute mark to get a full upvote.
