YIKES! A tire lock?! That usually only happens here if your can has many tickets in the same spot. I don’t see it too much anymore in California though. Parking is bad enough. I think they would just tow it now days. Not sure though.
Sorry to hear about your wheel clamp. Is your husband in a big band? Maybe that’s why he got clamped!!! 😁
