The pact of Makka

Greetings,
In my own opinion :
A pact concerning the safety of makah is necessary
for example:

who ever control a 10 km 360 band 80 km from makah owns it.

so that there is no conflict there.

I think there is no need for signing or anything...

as such this 80 km circle can be excluded from all military theater from all sides as long as it stands.

a betrayal of this should warrant internal death.
