Police Murugavel, who hails from a village in Tamil Nadu, lives his life for his brother, who is a student. He discovers through various incidents that his brother has a criminal character, which suggests his brother is the perpetrator, and that his brother also has similar friends. Murugavel tried various ways to change his brother's mindset but failed.

One day, Murugavel's brother ran away from home to live the better life he dreamed of. At the same time, Murugavel was appointed assistant inspector in Chennai. In Chennai, Murugavel learns that his brother is already a notorious criminal involved in robberies and other criminal cases.

He learned that his brother and others who carried out such cases were under the age of 18 and controlled by a man named Meesa Padma, a local robber and gangster who uses children under the age of 18 for his anti-social activities. Murugavel is identified as a greengrocer by his brother, and Murugavel is also interested in living with his brother. Murugavel's brother, on the other hand, tried to kill Murugavel by adding poison to the food he bought, but Murugavel refused to eat for three days straight.
