Yes you are right. I had a ride in the far north a long time ago- an armed 'person' came out of the forest and stopped me. I think he saw I was just there to ride, smiled and let me carry on. the rest of the ride was nerve racking.

I think it is in parts but I think the lawlessness is targeted towards specific groups or actions. Individuals who accidentally stumble upon one of these groups is identified as an outsider and greeted in a completely different way.
I have always found people in these areas to be very friendly.. I hope this feeling remains the same in the future.
