As i am a student of Sociology and we define the term "Norms" as the standard or something that is usual. This is so true some extent that progress is possible under the dimensions of set patterns but it is an admitted fact that development is possible only if you deviate from the usuality. This quote explains my point of view in a more deep way,
PS: Sometimes deviance is much necessary to divert the behavior to attain the highest level of the development in any field of the society.
