This quote is simply saying that we shouldn't look at other people's actions whether they affect us or not , some people get annoyed and frustrated by other people's actions and conducts and therefore makes them loose focus in life.
We need to move forward in life no matter what comes rolling at us, we should learn to leave every distraction and focus on our own life, those barking dogs want you to loose focus and fall down but don't give up on being disciplined.
